Overview of the Position

Social Solutions seeks a Contracts and Compliance Director (CCD) for the anticipated Green Recovery Investment Platform (GRIP) opportunity funded by USAID. GRIP seeks to mobilize $2.5 billion in private sector resources for climate change mitigation and adaptation, clean energy transition, and nature-based solutions to increase the resilience of development outcomes across the sectors in which USAID works. This management and technical assistance (TA) platform is designed to mobilize resources, facilitate partnerships, improve enabling policies and finance ecosystems, and enhance learning and capacity to address climate change through green investments that support Covid-19 economic recovery. GRIP has prioritized the following Guiding Principles which are to be integrated throughout program activities: Inclusive development bolstered by robust commitment to Gender Equity and Social Inclusion (GESI); Just transition to address economic resilience during this period of green growth; private sector driven to ensure long-term sustainability and self reliance; and engagement with new, non-traditional and local partners.

The CCD will provide strategic, technical, and operational leadership to maintain the contractual and ethical integrity of the GRIP program. The CCD will design and lead the strategy and implementation of contract, grants, and compliance activities. The CCD will supervise the GRIP Finance and Administrative Manager (FAM) and the Grants Manager and advise on the development, implementation, and management of related policies and procedures, ensuring all program activities are aligned to applicable state/federal, organizational, and contract requirements. The CCD will develop the GRIP's risk management strategy in coordination with the COP and Social Solutions SVP of Contracts and Operations. The CCD will develop and nurture a culture of compliance for staff, providing training and coaching on ethics and integrity to maintain the accountability of GRIP. This Washington, DC-based position reports to the COP.

    Design and lead the strategy and implementation of contracts, grants, and compliance activities.
  • Develop and implement GRIP's risk management strategy, and collaborate across the team to assess, identify, and mitigate known and unknown risks.
  • Advise on contractual and procurement activities based on contractual documents, procurement regulations, and Social Solutions policies.
  • Oversee development and management of a grants under contract program and supervise the grants manager and other grants management staff.
  • Provide leadership and management for cradle-to-grave administration of subcontracts and consulting agreements, and draft and analyze contracts, purchase orders, sub-awards (including appropriate flow-down provisions), other agreements, and solicitations to identify and mitigate risk and ensure compliance with company-wide requirements.
  • Prepare subcontractor monitoring plans, conduct sub-award risk assessment and monitoring, document results, and resolve deficiencies.
  • Review, modify, negotiate, and approve contracts, modifications, and amendments in consultation with Social Solutions leadership.
  • Supervise and work with the FAM to ensure budgetary, accounting, and operational processes are optimized for program and client success.
  • Serve as a consultant to DC and regional hub staff, subcontractors, vendors, and other stakeholders on ethics, compliance, and contractual matters.
  • Identify opportunities for internal/project-based capacity building activities to develop and instill a culture of compliance across project operations.
  • Oversee due diligence on new and existing business relationships, agreements, and processes to minimize Social Solutions' risk exposure.
  • Provide the best procurement and compliance solutions that meet or exceed regulatory standards while minimizing collateral business impact.
  • Bachelor's degree in Business Administration, Finance, Risk Management, Economics, or a related field.
  • At least nine years of experience in grants administration, contracts/risk management, compliance, and/or ethics on donor-funded programs
  • Strong working knowledge. of USAID/US government rules and regulations, including FAR/AIDAR regulations as well as ADS 203.
  • Prior experience designing and implementing grants-under-contract programs for USAID and other donor-funded projects.
